Jazz Flight 7786 , flaps problem

Jazz Aviation Flight JZA-7786 , de Havilland DHC-8-100 registration C-GJMI, from Sault Ste. Marie to Toronto Pearson airport with 40 people on board it was approaching Toronto airport when the crew couldn't extract the flaps.The crew adviced the tower that it is going for zero flap landing(with higher speed than normal landing).Airplane landed on runway 23 without further incident
