ExpressJet flight 5723 , flaps problem

ExpressJet flight EV-5723 , Bombardier CRJ-200 from Washington to Montreal it was on final approaching Trudeau airport runway 24R at 1800 feet when the crew reported a flaps problem.The crew went around climb at 3000 feet declared an emergency and shorty after diverted back to Montreal for a safe landing
